MINUTES
(January 13, 2011)

Present: Michele Besso (NWJP), Dave Gilbreath (CCCSYV), Luz Bazan-Gutierrez (RCDR), David Hacker (VISTA Supervisor/Lutheran Public Policy Office), Steve Loeb (VISTA), Suzanne Obermeyer (OIC), Lance Stephens (UWCW), Bill Stevens (AARP), Homer Tamaz (NW Fair Housing Alliance)

Call to Order: Dave Gilbreath called the meeting to order at approximately 8:35AM (moved from regularly scheduled 9:30 start time because of United Way meeting conflict).

Agenda: The agenda was approved as presented.

Minutes Review/Approval: Minutes from the Dec 9, 2010 meeting were approved as written.

EITC Committee Update: Bill Stevens reported we don’t have a permanent site in Sunnyside, but will make do with several ad hoc days there over the coming tax season. Heritage University is set to be a regular tax site this season. EITC Awareness Day and the launch of our services is planned for January 28, from 11:00AM-3:00PM.

After an exhaustive search, a replacement tax site for Morningstar Church has been found. The Southeast Yakima Community Center, 1211 S. 7th Street, Yakima, will serve as the new site. The facility director, Jessie Garza (509-575-6114), is excited to partner with us by providing this tax site to the public. This site will offer ample space for tax preparation, waiting and parking.

Bank-On Yakima County Update: In lieu of the Feb Bank On meeting, there will be a “Asset Building Strategies Forum” scheduled for Feb 8, 2011. This meeting will be held at the Hilton Garden Inn in Yakima and will be sponsored by the Federal Reserve Bank of San Francisco. Craig Nolte will be the guest speaker, along with Lance Stephens of the CWUW. A major purpose of this meeting is to show banks how supporting Bank On is beneficial to them in meeting their CRA requirements.

Update on VISTA Recruitment for YCABC: Dave Gilbreath reported Kimberly Mauldin was recently selected and, after attending orientation training in Los Angeles, she will start on/about Jan 28, 2011.

Monthly Budget Review: Steve provided a budget update and reported we have spent less than $6,500 of our approximately $25K operating grant from the WA Department of Commerce. Most of our expenditures will occur over the next several months as the tax season gears up. We are still awaiting receipt of the US Department of HHS grant for approximately $5.5K.

There was a unanimous vote to approve spending up to $10,500 in advertising as early as mid January and through the early months of the tax season. This would be allocated as follows: $7,500 from the Walmart grant and $3,000 from Commerce funding. Steve agreed to work with Michelle Smith on finalizing and placing the ads with the various media.

Legislative Update: The State Legislature convened on Jan 10 and will be in session for 105 days. Coalition members were encouraged to contact their elected officials to request their support of continued ABC funding at:

IDA Discussion: This will be a discussion topic at the Feb 8, 2011 Asset Building Strategies Forum to discuss possible options for funding the required match funding to make launching an IDA program feasible. As discussed last month, everyone agreed we need to proceed carefully and that we can’t do anything until we find a partner or partners willing to provide matching funds.

Other Business/Announcements:
Jump$tart WA Membership: After a short discussion, there was a unanimous vote approving the YCABC to spend $75 to become a member partner of the Jump$tart WA Coalition to help support their goal of improving the financial education of youth in Washington.
Farewell to Steve Loeb: Dave and other members thanked Steve Loeb for his hard work and effectiveness as the YCABC VISTA for the past 12 months.
