Present: Dave Gilbreath (CCCSYV), Lindsay Jacobson (VISTA), Sylvia Martinez (IRS), Bill Stevens (AARP), Bruce Tabb (Elmview)

Call to Order: Dave Gilbreath called the meeting to order at approximately 9:35AM.

Minutes Review/Approval: The August 13, 2009 minutes were unanimously approved as submitted.

EITC Committee Update: AARP and 2-1-1 are working together to set up a system where clients can call and make appointments for a time slot at the Zillah and Morning Star tax aide during the 2009 tax season. Each site will accommodate 2-3 clients per half hour. Posters will be made advertising the 2-1-1 sign ups so that clients who are waiting in line will know why other clients are able to get ahead in line. Information will be updated on the YCABC website. Advertising for free tax aide will begin in December. Advertised warnings about RAL’s will go out in November. A new banner is being made for the Morning Star site. The site in Union Gap this year will be at the St. Vincent Center.

Financial Literacy Inventory: Lindsay reported that said that Michelle Smith is working on compiling this list.

Bank on Yakima County Planning Committee: This committee has finalized plans for the September 23 roll out in the EPIC Fireside room at 7:30AM. Brad Williamson, Director of Banks, WA Department of Financial Institutions has agreed to make comments at the upcoming roll out meeting. The next Bank On Yakima County Planning Committee is scheduled for September 10 at 1:30pm at the Catholic Credit Union Conference Room.

VISTA Application: The VISTA expert at the state, Barbara Stahler (WA State Program Specialist for
Corporation for National & Community Services), recently met with Steve Mitchell and Jim Colepaugh to assist them in completing the VISTA application. Barbara said she is still confident that a VISTA will be here to take Lindsay’s place in December.

WABC Fall Meeting (Sep 18, 2009): Lindsay Jacobson and Sylvia Martinez will be attending the WABC fall meeting at SEIU in Federal Way on Sep 18, 2009.

WABC Annual Meeting (Nov 5-6, 2009): The WABC Annual Meeting will be held at the Tacoma Convention Center. Lindsay will be attending and Dave encouraged others to attend as well.

WABC Policy Team Member: Following a brief discussion, Bruce Tabb agreed to represent the YCABC as a member of the State ABC Policy Team to help identify and prioritize legislative priorities.

The American Recovery and Reinvestment Act of 2009: Sylvia provided a brief overview of this act and handed out miscellaneous flyers and posters for use by various agencies. She stated the current $8,000 tax credit for first time home buyers is due to expire on Nov 30, 2009. Sylvia said it remains uncertain whether Congress will extend the tax credit or introduce some other tax credit program for first time home buyers.

The meeting adjourned at 10:30AM. The next meeting is scheduled for October 8 at 9:30 AM in the EPIC Fireside Room.
